Star Lake is located in Belmont and Mount Holly, Vermont. This sixty-two acre water body was inundated with Eurasian Milfoil (Myriophyllum spicatum). Lycott worked with the Friends of Star Lake (FOSL) to submit a permit application to the Vermont Department of Environmental Conservation. On April 14, 2004, after a one-year review period, Lycott received a copy of the Nuisance Control Permit #2002-C03 for the management of the Eurasian Milfoil (Myriophyllum spicatum), with the herbicide Sonar AS (active ingredient fluridone).

Prior to undertaking the management program, the FOSL held an informational meeting with the Town, Lycott, SePRO (manufacturer of Sonar) and the VT DEC on May 14, 2004 as well as a meeting with the residents around the lake area that would be impacted by the management program. Brochures and pamphlets were available in the local library for review.

A whole-lake treatment was undertaken in accordance with the permit on June 11, 2004 with Sonar AS. Samples were collected on a weekly basis from four locations--the lake, beach area, Mill River and ¼ mile downstream of the dam -- to determine the fluridone concentration. The targeted fluridone concentration was to be maintained at 5 - 8 ppb for ninety days. Based on the results of the FasTEST analyses, booster treatments were conducted on June 29, July 13, August 2, and August 30, 2004. Fluridone samples were collected and submitted to SePRO for analysis up to and including September 28, 2004, when the sample results from all four locations were less than 5 ppb

Posters were erected prior to each treatment to alert lake residents of the pending treatment and water-use restrictions. On October 1, 2004 a letter from the State indicated that all use restrictions were lifted from Star Lake and the outlet stream to its confluence with the Mill River. Upon receipt of this correspondence, posters were erected indicating that the treatment program was completed and successful.

On September 17, 2004 Lycott conducted a post-treatment survey of Star Lake. Global positioning system equipment was used to evaluate the fifteen survey areas established by the pre-treatment surveys. The survey revealed that the treatment program effectively managed the Eurasian Milfoil without adversely affecting the non-target plants.

As part of the permit and five-year management plan, a survey will be conducted during September 2005 to determine if there has been any re-growth of Eurasian Milfoil. The use of alternative management techniques will be reviewed for implementation if necessary.
